State-level Lobbying
The Climate and Development Lab at Brown University is researching the influence that different groups exert on climate change and clean energy legislation in U.S. states. To systematically compare interest groups’ policy preferences and influences in different political contexts, we have created a database of millions of lobbying positions and written testimony in 17 states, available at howdotheylobby.org.
Using that data, we have identified coalitions of organizations who often lobby together, and uncovered nuanced relationships between those coalitions. The lab is currently working on reports analyzing the climate and clean energy landscape in nine states, and has published three academic articles related to the dataset: Climate coalitions and anti-coalitions: Lobbying across state legislatures in the United States, Who delays climate action?
